Ban on demanding Facebook passwords among new 2013 state laws

CHICAGO (Reuters) - Employers in California and Illinois will be prohibited from demanding access to workers' password-protected social networking accounts and teachers in Oregon will be required to report suspected student bullies thanks to new laws taking effect in 2013.

In all, more than 400 measures were enacted at the state level during 2012 and will become law in the new year, according to the National Conference of State Legislatures (NCSL).

Some of the statutes, which deal with everything from consumer protection to gun control and healthcare, take effect at the stroke of midnight. Others will not kick in until later in the year.

The raft of measures includes a new abortion restriction in New Hampshire, public-employee pension reform in California and Alabama, same-sex marriage in Maryland, and a requirement that private insurers in Alaska cover autism in kids and young adults, NCSL said.

In New Hampshire, a rarely used form of late-term abortion will become illegal except to save the life of the mother - and even then only if two doctors from separate hospitals certify the procedure is medically necessary.

John Lynch, the state's outgoing Democratic governor, had vetoed the measure, saying it would threaten the lives of women in rural areas. But the state's Republican-controlled legislature later overrode him.

In California and Illinois, laws that take effect at 12:01 a.m. local time will make it illegal for bosses to request social networking passwords or non-public online account information from their employees or job applicants.

Michigan's Republican Governor Rick Snyder signed a similar measure into law earlier this month that took effect immediately. The Michigan law also penalizes educational institutions for dismissing or failing to admit a student who does not provide passwords and other account information used to access private internet and email accounts, including social networks like Facebook and Twitter.

But workers and job seekers in all three states will still need to be careful what they post online: Employers may continue to use publicly available social networking information. So inappropriate pictures, tweets and other social media indiscretions can still come back to haunt them.

Gun violence - in places where it's all too common, such as Chicago, and in places where it's unexpected, such as Sandy Hook Elementary School in Newtown, Connecticut - was big news in 2012. But only a handful of new state firearms laws are set to take effect in 2013.

In Michigan, the definition of a "pistol" under the law will now include any firearm less than 26 inches in length. The new definition encompasses some rifles with folding stocks and will make the weapons subject to the same restrictions as pistols.

In Illinois, certain guns currently regulated by state law, including paintball guns, will be excluded from the definition of a firearm and participants in military re-enactments will be exempt from some weapons laws.

Another big story in 2012 was the effort by lawmakers in a number of cash-strapped states to put their public employee pension funds on a sounder financial footing.

In California and Alabama, reforms designed to begin to address the unfunded liabilities of those retirement systems will take effect in 2013.

Among the other new laws on the books in 2013:

* In California, prison workers and peace officers will now be prohibited from having sex with inmates and prisoners in transport.

* In Illinois, sex offenders will be prohibited from distributing candy on Halloween, or playing Santa or the Easter Bunny.

* In Oregon, employers won't be allowed to advertise a job vacancy if they won't consider applicants who are currently out of work.

* In Kentucky, residents will be prohibited from releasing feral or wild hogs back into the wild and Illinois will ban the possession and sale of shark fins.

* And in Florida, the term "motor vehicle" will no longer apply to the specialized all-terrain vehicles with over-sized tires known as "swamp buggies" that are popular in some parts of the state.

Alabama Football: 3rd National Title Would Make Nick Saban BCS Era's Best Coach

Alabama has a chance to make history in this year?s national-championship game, and with a victory over Notre Dame, Nick Saban would unquestionably become the greatest coach of the BCS Era.

The first BCS title game was played to cap off the 1998 season, and since then, there have been several great champions and coaches who have achieved remarkable success.

Bobby Bowden led Florida State to three consecutive title games between 1998 and 200. Larry Coker took Miami to two consecutive national-championship games in 2001 and 2002, while Pete Carroll did the same with USC in 2004 and 2005.

Bob Stoops has taken Oklahoma to college football?s marque contest three times, while Mack Brown has led Texas there twice.

But all have these coaches have one thing in common: They all have losses with a national title on the line. Saban does not.?

The only other coach in the BCS era to reach multiple national-championship games without losing is Urban Meyer, who won titles in 2006 and 2008. If there is any coach in nation whose r?sum? could hope to compare to Saban?s, it is Meyer.

After winning two national titles in three years, Meyer took a break from coaching to spend time with his family but returned to football this season with Ohio State. He led to Buckeyes to an undefeated season despite NCAA sanctions placed on the program.

Meyer is certainly on track to take Ohio State back to being a national contender, but as of now, his accomplishments would not come near Saban?s if Alabama wins on January 7.

The Alabama boss won his first national title with LSU during the 2003 season. After a brief stint in the NFL, he returned to the SEC to turn the Crimson Tide into a national powerhouse.

He has succeeded beyond anyone?s wildest expectations, and a victory would make Alabama the first team in BCS history to win three national titles. To make the feat even more impressive, it will be the school?s third championship in just four years.?

Saban is already the only coach to win a national championship at two different schools and to win three BCS titles. While he may already be the greatest coach in the BCS era, a win over Notre Dame would put his track record completely beyond comparison to any of his peers'.?

Fiscal cliff deal would pale against expectations

WASHINGTON (AP) -- Whether negotiated in a rush before the new year or left for early January, the fiscal deal President Barack Obama and Congress cobble together will be far smaller than what they initially envisioned as an alternative to purposefully distasteful tax increases and spending cuts.

Instead, their compromise, if they do indeed cut a deal, will put off some big decisions about tax and entitlement changes and leave other deadlines in place that will likely lead to similar moments of brinkmanship, some in just a matter of weeks.

Republican and Democratic negotiators in the Senate were hoping for an accord as early as Sunday on what threshold to set for increased tax rates, whether to keep current inheritance tax rates and exemptions and how to pay for jobless benefits and avoid cuts in Medicare payments to doctors.

An agreement would halt automatic across-the-board tax increases for virtually every American and perhaps temporarily put off some steep spending cuts in defense and domestic programs.

Gone, however, is the talk of a grand bargain that would tackle broad spending and revenue demands and set the nation on a course to lower deficits. Obama and Republican House Speaker John Boehner were once a couple hundred billion dollars apart from a deal that would have reduced the deficit by more than $2 trillion over 10 years.

The trimmed ambitions of today are a far cry from the upbeat bipartisan rhetoric of just six weeks ago, when the leadership of Congress went to the White House to set the stage for negotiations to come.

"I outlined a framework that deals with reforming our tax code and reforming our spending," Boehner said as the leaders gathered on the White House driveway on Nov. 16.

"We understand that it has to be about cuts, it has to be about revenue, it has to be about growth, it has to be about the future," House Democratic leader Nancy Pelosi said at the time. "I feel confident that a solution may be in sight."

And Senate Majority Leader Harry Reid, D-Nev., offered a bold prediction: "There is no more let's do it some other time. We are going to do it now."

That big talk is gone for now.

Senate negotiators were haggling over what threshold of income to set as the demarcation between current tax rates and higher tax rates. They were negotiating over estate limits and tax levels, how to extend unemployment benefits, how to prevent cuts in Medicare payments to doctors and how to keep a minimum income tax payment designed for the rich from hitting about 28 million middle class taxpayers.

But the deal was not meant to settle other outstanding issues, including more than $1 trillion in cuts over 10 years, divided equally between the Pentagon and other government spending. The deal also would not address an extension of the nation's borrowing limit, which the government is on track to reach any day but which the Treasury can put off through accounting measures for about two months.

That means Obama and the Congress are already on a new collision path.

Republicans say they intend to use the debt ceiling as leverage to extract more spending cuts from the president. Obama has been adamant that unlike 2011, when the country came close to defaulting on its debts, he will not yield to those Republican demands.

As the day ended Saturday, there were few signs of success on a scaled-back deal, but no one was declaring a stalemate either.

Lawmakers have until the new Congress convenes to pass any compromise, and even the calendar mattered. Democrats said they had been told House Republicans might reject a deal until after Jan. 1, to avoid a vote to raise taxes before they had technically gone up, and then vote to cut taxes after they had risen.

Republicans said they were willing to bow to Obama's call for higher taxes on the wealthy as part of an agreement to prevent them from rising on those less well-off.

Democrats said Obama was sticking to his campaign call for tax increases above $250,000 in annual income, even though in recent negotiations he said he could accept $400,000. There was no evidence of agreement even at the higher level.

Obama, who once proposed nearly $1.6 trillion in tax revenue over 10 years, would get about half of that if he succeeded in getting a $250,000 threshold over 10 years. At a $400,000 level, the revenue figure drops to about $600 billion over a decade.

Republicans want to leave the estate tax at 35 percent after exempting the first $5 million in estate value. Officials said the White House wants a 45 percent tax after a $3.5 million exemption. Without any action by Congress, it would climb to a 55 percent tax after a $1 million exemption on Jan. 1. Obama's proposal would generate more than $100 billion in additional revenue over 10 years.

Democrats stressed their unwillingness to make concessions on both income taxes and the estate tax, and hoped Republicans would choose which mattered more to them.

mid sized used cars for familiesHere?s my confession: I have always enjoyed used compact cars. From my ?79 Volkswagon bug to the ?99 Hyundai Elantra four door I had held on to for 10 years. While other moms were using freight lifts to load and unload their monster SUVs, I was throwing caution to the wind, buckling in my 6-month-old into the backseat of my ?85 mini cooper. A strong advocate of eco-friendly consumerism, every vehicle I?ve purchased has always been used. Not too long ago, Scientific American published an article that explained why the act of purchasing used, instead of new cars, has helped in cutting down the levels of the atmosphere?s CO2 levels significantly.

When my husband announced that his mother was coming to stay with us for an undetermined amount of time, and I was expecting another little one in the same month, my family insisted, or rather demanded we get a larger vehicle. Outnumbered by my husband and two sons, it was decided; we were getting a family vehicle and it wasn?t going to be a cute compact hatchback or even a four-door sedan. My sons wanted a tank. My husband wanted something that would be fuel efficient. I, for one, had already caved, so my only caveat was that it had to be a used vehicle; I didn?t care if it was as big as a bus, it had to have miles on it and a previous owner. I wasn?t about to give up on the environment and we were in no position, financially, to be leasing a new car. I was already doing my research and looking for a fast bad credit car loan I could fill out online, since we were still catching up in paying back our student loans. While I was doing the financial research online through Consumer Reports and Edmunds.com, my husband went to a few used car lots and took pictures and notes on which family vehicles stood out from all of the rest. Here were a few we both liked:

2007 Ford Mondeo Hatchback

I know what you?re thinking, yes, a family hatchback. This Ford four-door is not an SUV, but it does seat up to 6 comfortably and it has seven standard airbags, which is taking safety to extreme levels and I like extreme safety. Performance-wise, it handles like a dream and it?s super comfy and spacious. These engines tend to be a little noisy, as is the case with most Fords, so consider that a forewarning.

2010 Chevrolet Suburban

Seating nine, sporting a V8 engine and carrying side/curtain airbags, the 2010 Chevrolet Suburban is big enough to carry all of us, while still not seeming to be too much like a monster SUV, which I like a lot. My husband of course likes that it has a V8, but be aware that this engine can drag when you?re hauling a full load and the third row seat does not fold into the floor, so that makes the installation and storage of the seats a little awkward and bulky.

2009 Hyundai Entourage

Stepping away, for a moment, from the domestic manufacturers, we decided to see what Hyundai could offer us with it?s 2009 Entourage. Seating seven, while still maintaining a sense of style and sleek design, the Entourage minivan can carry as much as an SUV, being in the shape of a tank (which I love). According to ConsumerSearch.com, the Entourage is a bit pricier than the Kia Sedona, but also finished with extremely high safety standards, which is a high priority. Still under factory warranty, we absolutely fell in love with this ?almost mini SUV.?

Of course, in the end you can?t buy a car solely based on what reviewers tell you, and that?s why you will need to test drive vehicles to see which one is the dream car for your family. Whether it?s a cute compact four-door, a hatchback or a monster, boat-sized tank safety is the main feature that will matter the most in the long run.

Lapses led to Florida A&M drum major hazing death: report

TALLAHASSEE, Florida (Reuters) - Florida A&M University failed to follow state law and its own internal regulations on hazing ahead of a drum major's death from injuries after being beaten in a brutal marching band ritual in November 2011, a new report said on Friday.

The 32-page report issued by the Florida Board of Governors, which oversees the state university system, detailed numerous incidents of inadequate oversight, poor communication and outdated policies at the school.

Those lapses created a dysfunctional atmosphere that may have contributed to Robert Champion's death after a hazing initiation aboard a band bus during a trip in Orlando, according to the investigation ordered by the board last year.

Claims by former band director Julian White that his warnings of hazing among the renowned marching band's members were dismissed by FAMU's top officials were unsubstantiated, the report found.

"However, we conclude that the University was unable to demonstrate the existence of adequate institutional controls to ensure the effective implementation of the hazing and student code of conduct regulations, and band directive, which formed the basis of the anti-hazing program," the report concluded.

FAMU officials did not immediately return requests for comment on Friday. The university has 15 days to respond to the investigation.

The Board of Governors ordered leaders at the historically black college in Tallahassee, Florida, to work more closely with university system officials to improve hazing procedures that failed to protect Champion.

Among a laundry list of recommendations, the report called on FAMU to coordinate its anti-hazing effort with local law enforcement and update eligibility guidelines for marching band participants. Many members of the "Marching 100" band were not students at the university.

The report mentioned several things FAMU had done already to "right the ship," including revising its anti-hazing policy and adding a hazing section in its freshmen study courses.

The band has been suspended since Champion's death, and both White and FAMU President James Ammons left the university. Twelve former band members were charged with felony hazing in Champion's death, and his parents have sued the school.

Earlier this month, the Southern Association of Colleges and Schools placed FAMU on a year-long probation, citing the hazing incident among its reasons for doing so.

FAMU could lose its SACS accreditation if it fails to correct its errors within 12 months. Loss of accreditation would prevent the university from receiving federal financial aid.

Netflix CEO gets pay bump after 2012 cut

LOS ANGELES (AP) ? Netflix CEO Reed Hastings' pay will double to $4 million next year, after he took a pay cut due to management missteps this year.

Hastings' annual salary will rise to $2 million in 2013 and he will get $2 million in stock options, according to a securities filing Friday.

That's up from a salary of $500,000 and $1.5 million in stock options for 2012.

Hastings' total pay for 2012 was down 43 percent from $3.5 million in 2011, when some controversial decisions, including a steep price hike on subscriptions, sent the stock spiraling. It fell from a high above $300 to a low below $70 per share.

This year, shares are up 29 percent, closing Friday at $89.33. Recovering from the missteps, the company expects to add around 5 million U.S. subscribers, to between 26.4 million and 27.1 million by the end of the year.

Basics of HIIT Cardio Training

If you're reading this, then you're probably interested in devising a new and effective workout program for yourself. In that case, I suggest considering HIIT cardio training. An acronym for "high intensity interval training," HIIT is a method designed to have a maximum of desirable effects on your body. There's substantial evidence that HIIT cardio training is much more effective than more conventional forms of cardio training in virtually all respects, including the development of muscles and the burning of calories.
Whatever you're trying to achieve, you could probably do it better with a HIIT cardio program than you could with a more conventional running workout. This is not only because of the effects of HIIT cardio on the body, but also because the program itself has a lot of fluidity, allowing you to tailor it to your own needs and desires.

HIIT Cardio: How It Works

HIIT cardio training takes ordinary cardio training as its basis, but it builds on this foundation by adding certain components. Cardio training is about exerting the body in aerobic exercises such as running or cycling; interval training is about linking up a period of high intensity exercise with a period of lower intensity exercise. So putting these together, HIIT cardio involves the introduction of interval training methods into traditional cardiovascular regimens. This has the effect of creating a highly targeted workout which is designed to bring about very specific effects, whereas just running as much as you can is a much more general kind of activity. To put it simply, HIIT cardio carefully thinks about what the workout is actually doing, and then uses this knowledge to create the ideal results.

The basic principle is to introduce periods of high-intensity sprinting into your normal running. The length of these periods can vary according to the effect you're trying to achieve, but it?s important that the high intensity periods are balanced by a corresponding period of recovery. This not only enhances the effects of the workout, it also prevents you from putting too much stress on your body, which is an easy risk with HIIT cardio. As a general principle, the longer the sprint phase is, the longer the recovery phase will need to be. Also, this has a tendency to be exponential: In other words, whereas 10 seconds of sprint might only require, say, 20 seconds of recovery (or twice the time), a 1 minute sprint may require a recovery phase of 4 minutes (or four times as long). You can adjust this relationship on the basis of your own body's feedback, but again, it's very easy to overdo it with this form of exercise, so you'll need to take care to maintain an appropriate balance. Ironically, the danger is great exactly because HIIT cardio is so effective.

Aspects of HIIT Cardio Training

The two main factors involved in this kind of workout are the sprint period and the recovery period. The relationship between the two factors could be expressed as a ratio: For example, if the sprint interval and the recovery interval are equal in duration, then this is a 1:1 ratio. Or if you spend 20 seconds in sprint followed by 40 seconds in recovery, then this would be a 2:1 ratio. In order to find the ratio, you simply divide the duration of the recovery period by the duration of the intense period (For example, 40 seconds divided by 20 seconds equals a 2:1 ratio.) Generally speaking, an HIIT cardio program with a high ratio will be good for developing endurance involving constant changes in speed and direction, whereas an HIIT cardio program with a lower ratio will be good for developing endurance which can be sustained consistently over a long period of time. It could be very useful for you to keep the ratio of your own HIIT cardio program in mind, because by manipulating this ratio, you can develop an HIIT cardio program which best suits your needs.

Your needs will be determined by the kind of skills you're most seeking to develop. For example, if you're a football player, then maintaining a high sprint-to-recovery ratio may be the best program for you, because this simulates the nature of the movements involved in playing football. On the other hand, if you're a soccer player, then you may want to keep the ratio as even as possible, because a game of this sport doesn't allow for much extended rest.

HIIT Cardio and Metabolism

As a form of interval training, you can expect HIIT cardio to have marked effects on your body's rate of metabolism. In practice, what this means is that your body will continue functioning at an enhanced level even after the workout itself is over. The shifts between different phases of intensity promotes the re-calibration of your body to a new "default" setting, so to speak. By changing the rate of your metabolism, HIIT cardio puts your body in something close to a perpetual workout mode, making it easier to transition from working out to not working out. In short, your body starts thinking like an athlete, making the development of muscles, the burning of calories, or whatever else happen much more naturally than it would otherwise.

This is part of why HIIT cardio training is superior to more conventional forms of cardio training: the workout doesn't stop when it actually stops. This is a huge advantage over regular cardio workouts, where the benefits normally wear off shortly after the exercise is concluded. By enabling your body to continue burning calories at an accelerated long after the running itself is over, HIIT cardio brings long-term change to your body as effectively as possible. By keeping up this kind of training, then, the ethos of your workout program will stay with your body throughout more and more aspects of everyday life. Ultimately, this kind of total change in your body's setup is one of the most powerful effects of a workout which includes HIIT cardio.

Nigeria detains 2 journalists over abuse story

LAGOS, Nigeria (AP) ? Nigerian security forces have detained two journalists from a Hausa-language newspaper for days without charges after their publication printed stories on alleged abuses by the country's military in its fight against a radical Islamist sect, officials said Thursday.

The arrests of Musa Muhammad Awwal and Aliyu Saleh come after soldiers killed dozens of civilians in at least two separate episodes in recent months after attacks by the sect known as Boko Haram. While Boko Haram attacks have killed more people this year than ever before, Nigeria's weak central government remains unable to stop the assaults and has attempted to downplay the violence.

Awwal and Saleh were reportedly detained Monday by security forces who arrived at their homes before dawn. In the time since, the men have been held without charges and without access to lawyers, said Mohammed Garba, the president of the Nigerian Union of Journalists.

"We're trying to see how we can proceed to get their release," Garba told The Associated Press on Thursday.

Garba and other journalists believe the men are being held because of stories published by their weekly newspaper Al-Mizan, which is based in Kaduna and is written in the Hausa language of Nigeria's north. Many stories focused on Boko Haram and the military forces now spread throughout the country's north, tasked with stopping the group's guerrilla campaign of shootings and car bombings.

Garba said it is unclear if one particular story prompted the arrests. He said the men likely were detained by Nigeria's secretive State Security Service.

Service spokeswoman Marilyn Ogar did not respond to requests for comment Thursday.

The New York-based Committee to Protect Journalists said in a statement that the arrests appear "designed to silence coverage of alleged abuses by Nigeria's security agencies."

"We demand the immediate release of these journalists and a halt to the security agencies' efforts to intimidate the press," Mohamed Keita of the committee said in the statement. "National leaders must make it clear that security agents are not above the law."

Recently, Nigerian journalists also attended a government workshop led by the State Security Service on how it should report stories about terrorist attacks.

"Always remember that if any form of violence goes unreported or not reported sensationally, it's likely to have a reducing effect on such violence," local media quoted State Security Service director-general Ekpeyong Ita as saying.

South Africa: Mandela in good spirits in hospital

JOHANNESBURG (AP) ? South Africa's presidency says former leader Nelson Mandela, who has been in a hospital since Dec. 8, is looking better and in good spirits.

Presidential spokesman Mac Maharaj said Wednesday that 94-year-old Mandela's condition "remains as it was yesterday."

President Jacob Zuma had joined Mandela's wife, Graca Machel, and other family members in wishing a Merry Christmas to Mandela at his hospital bedside in Pretoria, the South African capital.

Mandela, a leader of the anti-apartheid movement, was diagnosed with a lung infection and also had a procedure to remove gallstones. Officials have said Mandela is improving, but note doctors are taking extraordinary care because of his age.

Nelson Mandela visited by family in hospital | The News Tribe

Ohannesburg: Ailing Nelson Mandela was Tuesday visited in hospital by his wife Graca Machel and family as he spent Christmas Day on his sickbed, said President Jacob Zuma who joined the family.

?We found him in good spirits,? said Zuma in a statement.

?He was happy to have visitors on this special day and is looking much better. The doctors are happy with the progress that he is making,? said Zuma.

Mandela, 94, was admitted to a Pretoria hospital on December 8. He has been treated there for a recurrent lung infection and underwent surgery to remove gallstones.

On Monday, Zuma?s office, which is tasked with issuing updates on his condition, said doctors had confirmed that he will not be home for Christmas.

But there was no indication of when he might be discharged.

His grandson Mandla Mandela earlier told eNCA television that the family was saddened by his absence from home this Christmas.

?We are greatly saddened by his absence?we didn?t anticipate that he would be away for so long,? said Mandla from Mvezo village, where he is the local chief.

He said the family was hopeful that the much loved elderly statesman will be home soon, adding that his presence was enjoyed by the family and the community of Qunu, the rural village where he grew up and later retired to.

Before his retirement in 2004 Mandela used to host a Christmas feast for impoverished children in Qunu, which was a highlight for many.

Since retiring from public life, Christmas has been a more low-key affair, spent with family.

Mandela, who became South Africa?s first black president after the country?s first all-race elections in 1994, has a long history of lung problems, dating back to the time when he was a political prisoner on Robben Island.

In January 2011 he was hospitalised two nights for an acute respiratory infection.

This is his longest hospital stay since coming out of prison in 1990.

New Jersey pension fund sues NYSE Euronext on ICE deal

NEW YORK (Reuters) - A pension fund that holds shares of NYSE Euronext has sued the exchange operator over its proposed $8.2 billion sale to IntercontinentalExchange Inc , saying the deal undervalues the company's stock.

The New Jersey Carpenters Pension Fund late on Friday filed a complaint in New York State Supreme Court in Manhattan contending that NYSE Euronext breached its duty to maximize returns for shareholders. The lawsuit seeks class action status on behalf of other NYSE Euronext shareholders and aims to block the sale.

It is the second such lawsuit filed against the exchange operator since the deal was announced on Thursday. An individual shareholder, Samuel Cohen, filed a proposed class action in Delaware Chancery Court on Friday that also seeks to prevent the buyout from going forward.

Under the deal, NYSE Euronext, which operates the New York Stock Exchange, will sell itself to Atlanta-based ICE. The stock-and-cash deal is expected to close in the second half of 2013.

At $33.12 per share, ICE's offer represents a 28 percent premium to NYSE Euronext's closing price last Wednesday.

In court papers, the New Jersey pension fund said the deal was based on a "hopelessly flawed process" that would favour NYSE Euronext Chief Executive Duncan Niederauer and several members of its board of directors.

The sale was "designed to ensure the sale of NYSE Euronext to ICE on terms preferential to ICE and designed to benefit NYSE Euronext's insiders," the pension fund said.

A spokesman for NYSE Euronext declined to comment. A spokeswoman for ICE, which is also named as a defendant in the lawsuit, did not return a call seeking comment.

The lawsuit also names as defendants Niederauer, NYSE Euronext Chairman Jan-Michiel Hessels, and other executives and board members.

The buyout is expected to help ICE compete in derivatives trading against U.S.-based CME Group, owner of the Chicago Board of Trade. Derivatives trading is highly profitable for the exchanges, and new rules next year will dramatically expand the demand for clearing over-the-counter contracts.

NYSE Euronext's stock market businesses are less valuable to ICE, and the company said it will try to spin off the Euronext European stock market businesses in a public offering, generating speculation it may also have little interest in the NYSE trading floor.

Profits from stock trading have been significantly eroded by new technology and the rise of other places for investors to trade, including venues known as "dark pools."

As the US debates its gun laws in the wake of the Newtown, Conn., shooting, some Australians are urging the US to consider modeling its laws after Australia's.

Almost two weeks after a shooting spree stunned Australia in 1996, leaving 35 people dead at the Port Arthur tourist spot in Tasmania, the government issued sweeping reforms of the country?s gun laws.

Now, after the recent shooting at a Connecticut elementary school, Australia?s National Firearm Agreement (NFA), which saw hundreds of thousands of automatic and semi-automatic weapons bought back then destroyed, is being examined as a possible example for the US, to mixed reaction in Australia.

Australians have been following the Connecticut tragedy closely, and many say the US solution lies in following Australia?s path, or at least reforming current laws. But a small but vocal number of Australia?s gun supporters are urging caution.

Just 12 days after the 1996 shooting in Port Arthur, then-Prime Minister John Howard ? a conservative who had just been elected with the help of gun owners ? pushed through not only new gun control laws, but also the most ambitious gun buyback program Australia had ever seen. Some 650,000 automatic and semi-automatic rifles were handed in and destroyed under the program.

Though gun-related deaths did not suddenly end in Australia, gun-related homicides dropped 59 percent between 1995 and 2006, with no corresponding increase in non-firearm-related homicides. Suicides by gun plummeted by 65 percent, and robberies at gunpoint also dropped significantly. Many said there was a close correlation between the sharp declines and the buyback program.

Air strike kills dozens of Syrians waiting to buy bread

BEIRUT (Reuters) - Dozens of people were killed and many more wounded in a Syrian government air strike that hit a bakery where a crowd was queuing for bread on Sunday, activists said.

If confirmed, the attack on Halfaya in central Syria, which was seized by rebels last week, would be one of the deadliest air strikes of Syria's civil war.

Videos uploaded by activists showed dozens of bloodstained corpses lying amid rubble and shrapnel. An adolescent boy with both his feet blown off lay flailing in the middle of a road.

"When I got there, I could see piles of bodies all over the ground. There were women and children," said Samer al-Hamawi, an activist in the town. "There are also dozens of wounded people."

Residents of Halfaya told Reuters they estimated 90 dead. The Syrian Observatory for Human Rights, a British-based group with a network of activists across Syria, counted 60 killed.

"The number is likely to rise because there are dozens of wounded being treated in the area and nearby hospitals, among them 50 in critical condition," it said.

Activists say more than 44,000 people have been killed in the 21 months since protests erupted against President Bashar al-Assad, inspired by the Arab Spring revolutions in Tunisia, Egypt and elsewhere.

Amid the latest carnage, United Nations-backed crisis mediator Lakhdar Brahimi arrived for more talks in Syria. He had to drive from neighboring Lebanon because fighting around Damascus International Airport has effectively shut it down.

"TIME IS GETTING SHORT"

The uprising has grown into civil war, with death tolls regularly topping 100 people a day as the army hits back at rebels who have made a string of advances across the country, including around the capital. According to the Observatory, more than 180 Syrians, civilians and fighters, died on Sunday.

In defiant remarks, Syrian Information Minister Umran Ahid al-Za'bi said rebels and their foreign allies should "forget" trying to topple Assad.

He appeared to move away from the conciliatory tone of the Syrian vice president, who said last week that neither side could win the war and called for a national unity government.

"These military efforts to try to topple the government, of getting rid of the president, of occupying the capital ... Forget about this," al-Za'bi told a news conference in Damascus.

"I have general advice to those political powers that reject dialogue: time is getting short. Hurry and move on to working on a political solution."

Brahimi, who replaced Kofi Annan after the former U.N. chief failed to get Assad and world powers to agree on a way to end the conflict, was expected to meet the president on Monday.

Western powers and some Arab countries have repeatedly demanded that Assad step down.

BREAD SHORTAGE

Witness Hamawi said more than 1,000 people had been queuing at the bakery in the town of Halfaya. Shortages of fuel and flour have made bread production erratic across the country, and people often wait hours to buy loaves.

"We hadn't received flour in around three days so everyone was going to the bakery today, and lots of them were women and children," Hamawi said. "I still don't know yet if my relatives are among the dead."

New York-based Human Rights Watch condemned army air strikes on bakeries earlier this year, arguing that in some incidents the Syrian military was not using enough precision to target rebel sites, and in other instances it may have intentionally hit civilians.

In video from the attack site, women and children cried and screamed as men rushed with motorbikes and vans to carry away victims.

There was no independent media access to the scene, as the government restricts press access in Syria.

In one video, the cameraman could be heard sobbing as he filmed. "God is great, God is great. It was a war plane, a war plane," he cried.

One man was seen stopping to pick up half a corpse lying in the street, wrapping it up in his own jacket and carrying it away. Residents were using their bare hands to dig for bodies underneath blocks of concrete.

"Where are the Arabs, where is the world?" shouted one man. "Look at all of these bodies!"

PITTSBURGH - A.J. Green doesn't really care about the Cincinnati Bengals' woeful past. The wide receiver wasn't part of it and hasn't really taken the time to study it.

The Bengals were bad. End of story.

And now they're good. Beginning of story.

Andy Dalton hit Green for a 21-yard pass in the final minutes to set up Josh Brown's 43-yard field goal with 4 seconds left to lift the Bengals to a 13-10 win over the Pittsburgh Steelers on Sunday. Cincinnati (9-6) clinched a second straight playoff berth after beating the Steelers (7-8) for the first time since 2009. Pittsburgh (7-8) was eliminated from postseason contention.

The only other time the Bengals made the playoffs in consecutive seasons came in 1981-82, six years before Green was born.

"This has been our goal coming in at the beginning of the season," Green said. "A lot of people talked about we hadn't been in in back to back seasons in 30 years. I don't worry about that stuff. I've been here two years and we made the playoffs all two years. That's all we can control."

Shredding the label as erratic - and sometimes comical - losers one improbable victory at a time, the Bengals, their precocious duo of Green and Dalton and their quickly improving defense have Cincinnati in uncharted territory.

The Bengals have been around since 1968. This is the first time they'll make the postseason in two straight non-strike years.

"I know they just think that there's some complex; there's no complex, you've just got to come play and win," coach Marvin Lewis said. "This group in there has very little history of anything."

Maybe that's why Bengals aren't doomed to repeat it.

Brown missed a 56-yarder earlier in the fourth quarter, but earned a second chance when Reggie Nelson picked off Ben Roethlisberger and returned it to the Pittsburgh 46 with 14 seconds remaining. Dalton found Green down the right sideline on the next play, setting up Brown's winner.

"I've had some pretty big kicks, but that was a long time ago," said Brown, who is filling in for injured starter Mike Nugent. "When you have a chance for the playoffs there's nothing bigger. It's a big deal.

Dalton completed 24 of 41 for 278 yards and two interceptions for the Bengals, which snapped a five-game losing streak to Pittsburgh. Green caught 10 passes for 116 yards and Cincinnati's defense next let the Steelers get comfortable.

Roethlisberger completed 14 of 28 passes for 220 yards with a touchdown and two interceptions. Leon Hall returned the first pick 17 yards for a touchdown in the first quarter and Nelson stepped in front of an overthrown Roethlisberger pass in the fourth.

The Steelers needed to win their final two games to make the playoffs. Instead, the team that was 6-3 in early November will spend January at home after falling for the fifth time in its last six games.

""We should be (in the playoffs) if it wasn't for me," Roethlisberger said after throwing his second game-deciding interception in eight days.

Roethlisberger tossed a pick - also intended for Wallace - on the second play of overtime in Dallas last Sunday, allowing the Cowboys to win it on a field goal. He openly questioned offensive coordinator Todd Haley's play calling after the loss, but apologized later and insisted he and Haley were "on the same page."

Maybe, but the Steelers hardly played like it. The Bengals sacked Roethlisberger four times and allowed Pittsburgh to complete just 2 of 14 third downs.

"Not our day and thus, not our year," Pittsburgh coach Mike Tomlin said. "Just not enough significant plays at the moments. Sounds like a broken record but reality as we sit here."

Pittsburgh did a decent job of keeping Dalton and Green in check, posting season highs with three turnovers and six sacks. The Bengals couldn't run the ball at all, managing just 14 yards against the NFL's top defense. Still, it wasn't enough for the Steelers, turning a season that looked so promising before Election Day into a muddled mess.

Instead of making playoff plans, Pittsburgh needs a victory next week against Cleveland to avoid the first losing season in Tomlin's six-year tenure.

Normally it's the Bengals who are playing out the string. Yet the franchise that served as a punchline for so long is now the one throwing the punches. Cincinnati never trailed in a place it rarely wins and allowed the Steelers to make the critical mistakes.

Well, most of them anyway.

Cincinnati drove into Pittsburgh territory midway through the fourth quarter with the score tied at 10 before things bogged down at the Steelers 38. Rather than try to pin reeling Pittsburgh deep, Lewis sent out Brown to attempt a 56-yard field goal into the tricky Heinz Field winds.

The kick was never close, giving the Steelers premium field position with 3:18 left.

"I make decisions to try to win the game today and they kind of backfired on me a little bit," Lewis said.

Pittsburgh, however, had its own kicking issues. The Steelers moved to the Cincinnati 36, then brought out Shaun Suisham for a 53-yard attempt that was short all the way.

The Bengals went nowhere, giving Pittsburgh one last shot in regulation. Rather than run out the clock and play for overtime with the ball at their own 11 and 44 seconds to go, the Steelers tried to make something happen.

And they did. For the Bengals. Facing second down at the Pittsburgh 29, Roethlisberger rolled to his right and tried to hit Wallace down the sideline. The ball sailed over Wallace's head and into Nelson's arms.

Two plays later Cincinnati was celebrating a playoff berth that signaled another step out of its mediocre past.

NOTES: Cincinnati's 14 yards rushing were the second-fewest in franchise history. The Bengals had 4 yards rushing against Baltimore in 2000 ... Pittsburgh TE Heath Miller left game in the fourth quarter with a right knee injury ... Brown is 8 of 9 since taking over for Nugent three weeks ago ... Five of Pittsburgh's eight losses this season have come by three points ... Steelers RB Rashard Mendenhall had 50 yards rushing in his return after serving a one-game suspension for conduct detrimental to the team.
